I observed it some hours ago (96-12-28) : at the beginning of the
passage (16h50 UT) it was flashing with a period of 13.2 seconds.
After two minutes it suddenly stopping flashing clearly and flashed
only with a small amplitude for about one minute.  During that time,
there was a small synodic anomaly.  After that it started flashing 
regularly again with 13.2 seconds.  At the end of the passage, the
period was 13.4 seconds due to synodic effect.

This means Leo is probably right in saying that it might be 
accelerating again.  The Semi Major Axis is indeed still going
up rather fast.

This Cosmos rocket already accelerated in March '96.  Between Dec 17 and 21
the Semi Major Axis started to decrease suddenly.

Leo observed this object last days and he saw the beginning of the
acceleration of the flash period !    Is it still going down ?
