In fact, the EORSAT launched by Tsiklon-2 from Baikonur 
into a 65 deg orbit is Kosmos 2347. There was an erroneous
report by the Interfax agency about a reconsat, Kosmos 2348 
launched by Soyuz-U from Plesetsk. There never has been
such a launch - yet.
