STS-103 Visibility

Awhile back I had a nice visual and binocular view of the
launch of STS-88 from my home in SE Virginia.
I realize STS-88 was on an ISS mission with a much greater
orbit inclination and was coming right up the coast, BUT:
Can anyone suggest the highest latitude in the Eastern US
that a person might have a reasonable chance of viewing the
Dec 11 launch of STS-103 with its announced orbit
inclination of 28:45?
