    Your prediction software, like VEC2TLE that I used to produce these elsets,
    may treat the missing zero before 3353. incorrectly.

    Since we don't know the time of manoeuvre, and my Epochs are close to the
    expected time, there is little reason to change other elements. Of course if
    MM is way off, the apogee height (ie eccentricity) needs adjustments, so for
    these cases better use Ted's full set of elsets.
