    Unfortunately, there are a number of possibilities.
    
    The simplest is to assume 01044A did not manoeuvre since its day 07285 elements,
    in which case I estimate 05042A would have been due to manoeuvre about day 07319
    (Nov 19). A 0.01 rev/d boost at the perigee of 14:09:16 UTC, would result in:
    
    1 70000U          07319.58976852  .00006453  00000-0  59700-4 0    03
    2 70000  97.8841  19.6354 0523500 247.5944   0.0000 14.80557040    08
    
    This would make it about 23 min late relative the 07315 elements, but it could
    be a bit less, or a lot more, so I suggest starting your planar search where you
    left off: about 10 min late relative the 07315 elset, and waiting at least 15 to
    30 min.
    
    If it still does not turn up, then we must try something more stringent.
