    NROL-24 lifted off on 2007 Dec 10 at 22:05 UTC (one minute later than planned):

    Observers should keep in mind that these elements are based on NROL-1, which
    employed a different launch vehicle, so there is bound to be some inaccuracy
    relative NROL-24. My guess is that the most likely error would be late arrival
    by 10 or more minutes, relative these elements. Of course, this will also affect
    predicted track.
