As part of the CCAM manouevre, the Centaur upperstage will perform a
fuel dump. The Molniya orbit into which the payload is inserted
provides a good for this event from Europe.

For the Atlas V 411 launch of NROL-28 the fuel dump was observed
approximately 45 to 80 minutes after the payload was inserted into the
Molniya orbit by the upperstage.

For NROL-35, using Ted's elements, insertion is expected to happen at
03:52UT. Assuming the Centaur adheres to a similar timeline, the fuel
dump would be visible from around 04:37 to 05:12UT.
