CRS-13 launch now 13 dec 16:24 UT

The launch of Dragon CRS-13 has been delayed by SpaceX to wednesday
Dec 13 at 16:24 UT; 22 minutes earlier than on Dec 22.

Correcting the epoch of the TLE from Marco Langbroek gives:

The other parameters have been left unchanged.

This gives a nice pass here in the Netherlands at 16:49 UT when CRS-13
will pass just north of Altair.
