This would be the elset for launch at 15:33 UT, 15 December. HOWEVER, I doubt
that this launch time is correct!

DRAGON CRS-13 launch 15 Dec 2017, 15:33* UT
1 70003U 17999A 17349.66426480 -.00003590 11348-4 00000+0 0 06
2 70003 51.6320 213.2239 0115859 44.2750 62.9999 15.98180622 08

From the fact that it is targetting the plane of the ISS, I would say 15:40 UT
is a much more likely launch time. In that case, the correct elset would be:

DRAGON CRS-13 launch 15 Dec 2017, 15:40 UT
1 70004U 17999A 17349.66912591 -.00003590 11348-4 00000+0 0 00
2 70004 51.6320 214.9787 0115859 44.2750 62.9999 15.98180622 05

Guess we have to wait for a formal announcement from SpaceX.
