By only adjusting the Mean Anomaly I get a decent fit already. Small tweeks to
the RAAN and inclination then increase the fit. A search suggestion:

2 72689  50.0105 107.4655 0009000 274.6825  85.3117 15.58397535    09

Since there aren't much objects in a 50 degree ~400 km orbit, I do think it
might well be USA 276.
