Russia Needs Arctic Optical Observing Site?

Some Russian wants to build an optical observing site in northern Russia and has claimed advantages for it. 

Certainly it may be useful to have an observing site nearer the polar regions, but all "helio-centric" (must mean sun synchronous" satellites could be easily observed from more southern sites. This is probably just a guy who wants to put a telescope in his region, not that there is any real advantage. The disadvantage might be more cloudy skies.
