Unexpected bright satellite

While looking for Starlinks, I saw a Mag 1 object high overhead heading SSE.
Using Findsat and Stellarium, the only object at the right time, 
location and direction is

44368 ELECTRON R/B KICK STAGE 19-37D

However, that RCS in only Medium. Has it been observed this bright before?
