I *think* this was to be the RS-16 amateur radio satellite.  You might 
want to check with the Sergei Samburov at the Energia Radio Club in 
Moscow for details.

Hi,

Zeya satellite launch on Start-1 launch vehicle from Svobodnyy
is now scheduled on Mar.04. It is still not known for sure what
the orbit will be but some says it will be launched to a
sun-synchronous one.
