Resurs 1-3 Rocket Body

Is the Resurs 1-3 rocket body (NORAD ID 23343) still flashing? I photographed
this object in 1996 and captured its flashing on film.

In 1997 I rephotographed this object and recorded a uniform white line on my
photo. I also observed it visually on at least one other occassion in '97.

Either I photographed the wrong satellite in 1997, or this object's tumbling
slowed a great deal over the course of one year.

Has anyone else seen the same thing?
