I dodn't know exactly why you see it so faint.
I've observed it several times and it was much brighter.
Magnitude 3 to 4 and some parts of the pass even mag 2.
Probably it is just the phase-angle (sun-satellite-observer) that
in your case is not so good.
I suppose Tony Beresford can answer too if he also observes
ISS so dim.
