I don't know if anyone has responded to you yet, but I show two
possibilities for your UNID on 31 Jan 1999 @ 17:55 UTC
(6:55pm local time). One was #20905 which is a piece of
debris (Fengyun 1-2 r Deb BR). Ordinarily I would not expect
this to be bright enough to see, but perhaps you caught a
brief glint. The other possibility was OV 1-8 Deb B (#02327).
This one I would favor. One way to tell: how much did your
satellite move in those 3 seconds, and in which direction?
OV 1-8 Deb B is one of the rare satellites in a retrograde
orbit. --Rob
