Decayed, I presume?

By accident I just noticed something odd, so I went to OIG's 
Web site and requested and got these "last five elsets" for 
an object:

Given that the last elset was in the first half of 1997, may I 
assume that this object has decayed?  I queried for more 
information regarding the object and got this:

They don't seem to know that it's decayed.
