Decayed, I presume?

By accident I just noticed something odd, so I went to OIG's
Web site and requested and got these "last five elsets" for
an object:
CZ-3A R/B
1 24835U 97029B 97161.73705902 .00282540 00000-0 46945-1 0 10
2 24835 28.5573 71.7876 7301809 179.8716 180.5779 2.26757205 11
CZ-3A R/B
1 24835U 97029B 97161.73695428 .00003719 00000-0 65401-3 0 21
2 24835 28.5602 71.7889 7301042 179.8754 180.4716 2.26839173 14
Given that the last elset was in the first half of 1997, may I
assume that this object has decayed? I queried for more
information regarding the object and got this:
> Query return total: 1
> Query Date: 1999/02/15 08:27:48
>
> Satellite Object Number: Ascending Order
>
> IntID/Name CatNo Source period Incl Apogee Perigee RCS
> ------------ ----- ------ ------ ------ ------ ------- --------
>
> 1997-029B 24835 PRC 635.0 28.6 35960 227 0.0000
> CZ-3A R/B Launched (1997/06/10)
They don't seem to know that it's decayed.
