    Report time 11:00 UTC

    2000-071B (#26606) Delta 2 R/B

SPACECOM'S FINAL REPORT - prepared Feb 08, 20:56 UTC - shows the decay on
                     08 January, 19:12 +/- 07 minutes (37.0°S, 149.0°E)
on an ascending pass over South Australia (Victoria). There is a visual
observation on 19:13 UTC (Robe 37.17°S, 139.75°E) in excellent agreement
with an reentry pass at an altitude well below 79 km.
But: It is nearly impossible to reproduce with MPM + REENTRY this relative late
decay, roughly 30 minutes after perigee. All my calculations - also a with a
different technique - shows the decay around 18:46 UTC +/- 12 minutes. SPACECOM
released also some inconsistent TLEs and finally there is in SPACECOMs position
(LAT, LON) an imcompatibility of latitude with longitude (equivalent about 70
    time seconds difference).
