    There are obligatory blanks in the present format 
    (http://www.celestrak.com/columns/v04n03/) that could be used creatively. 
    For convenience when inspecting TLEs visually, I'd suggest choosing ones 
    near the left hand side of the lines, namely 2 and 9 in line one and maybe 2 
    and 8 in line two.  Restoring them to blanks for use in programs that want 
    to see that shouldn't stress the state of the programming art. ;-)  I'm 
    tempted to suggest using the present classification position for 
    non-government TLEs, but there's really no need and it might turn out to 
    remain useful at some future time.
