    I hope this is close to on-topic.  I'm including the links below
    because some may find them to be fairly interesting reading.  I
    think it's now solved for sure, if not over-solved, and I won't
    write about it again. replied that "TIP" stands for "Trajectory Impact 
    Prediction".  Based on that and searching on "impact prediction" 
    (Why didn't I think of that in the first place?!) I found that 
    exact term in this document:
    USA FEMA "National Warning System Operations Manual", section on 
    "Atmospheric Space Debris Reentry", page 2-6, b.(1) --
    That says that FEMA officials are to get re-entry predictions 
    on the last few revolutions before re-entry.
    Same/similar/related terms:
    EPA: Federal Register: "Licensing and Safety Requirements for 
    Operation of a Launch Site" --
    "Expected casualty calculations for commercial space launch and 
    reentry missions" --
