Low perigee question

    Hi all: I noticed the R/B (28083) that boosted China's geosat  Zhongxing-20 
    (2003-052A) is in an orbit of 164 X 15,525 km. Isn't that an  unusually low 
    perigee, only 102 miles. Has the orbit changed much since the  launch?  Any 
    comments/insights appreciated.
