Good question indeed. Both satellites were in track by NORAD and, as Igor Lissov noted, an available collision prediction program did predict a very near approach. Presumably the Competent Authorities have even better programs. Although pursuing the answer is mostly outside of SeeSat charter, I hope that we see some discussion of the matter elsewhere.
