According to this info, orbview 3 was to be deorbited by the end of this month

Orbview 3 ( 27838 ) is losing altitude on every trip around the earth, as it get's ready for atmo decay.

They had plans, to deorbit by the end of this month. 

Looks like it must be still in, safehode mode, as Feb is almost over.

Next month, it will start to make sunlit passes, in a dark sky.
