It appears that USSTRATCOM overlooked this one. Luni-solar perturbations pushed the perigee of this GTO object into the dense layers of the atmosphere some time ago, which rapidly destroyed the orbit. I can only guess as to how it was overlooked, but perhaps due to reliance on automated methods that do not handle such difficult cases reliably.
