    It may be connected with rotation of the Line of Apsides (the line 
    joining perigee and apogee) in the orbit plane. However, I don't see it 
    in the elements for the satellite, Navid.
    
    There is an example of the effect of this rotation on the Tiangong 1 
    orbit here: 
    http://www.zarya.info/Diaries//China/Shenzhou/Tiangong1.php#ecc . It can 
    also be seen influencing the apogee and perigee plot to be found further 
    up the page.
    
    It is a spin-off from variation in the true heights of the orbit above 
    the Geoid. They can differ significantly from the Twoline-derived 
    numbers by an amount dependent on the orientation of the Line of Apsides.
