    It is impossible to see from a 3 second flash if it is geostationary or not.
    The term flare is usually reserved for more or less non-rotating satellites
    (earth-, sun- or star-stabilized) and even a perfectly flat surface in
    geostationary orbit would flare for at least two minutes.
