The CALIPSO (21008) Lidar is on the majority of the time but is off
occasionally (averaging once a week) for typically brief periods for orbit
maneuvers and other tasks. There is an instrument status list posted at:

http://www-calipso.larc.nasa.gov/tools/

The longest outages are due to increased "proton flux" at orbit altitudes
and have lasted several days or more.
A space weather site like the following  should be checked for ongoing
increased proton flux before attempting a CALIPSO Lidar observation:
