Assumptions:

1)  Based on SECO1 data provided by Lynn Tobias.

2)  Assumes 13:35 ut launch on 19 Jan 

3)  Mean motion adjusted to get 97.5 min period as displayed by
program MAK2LINE. 

Concern:

this elset results in SV passing over launch site at 13:39:30 UT
whereas my previous elsets passed over at launch time.   Would
appreciate knowing from the experts here if this is correct.
Make corrections as appropriate with short explanantion for my 
education.

I am leaving until 19 Jan so I will not be able to make any changes 
until after the launch.
