I used the epoch time and it seems to translate reasonably well back to 
being over the Cape at 01:31 UT (launch Time).   I welcome any corrections
to make it right.  Also I have not done anything with the insertion
orbit (no period or semi-major axis).  By over the Cape, I mean the 
ground track.  It is actually WEST of the Cape (on-orbit) at launch time

If this elset is correct, I do not have a pass while in low earth orbit.
The Houston type folks might.   My only chance to see it is early in the 
transfer orbit, if all other conditions are ok.
