Decay watch: NEAR Delta 2 rocket

The latest elset from OIG is..

This has it a surprising 99 seconds early against my previous
predictions. My SatEvo analysis predicts one further elset:
NEAR r           5.4  2.9  0.0  5.5 d            173 x 125 km
1 23785U 96008B   98017.59343431  .86115804  74301+1  91447-3 0 95301
2 23785  25.8797 112.8857 0036817  52.4164 307.9172 16.46514657 78407
and suggests that decay may occur today (January 17) near or soon after
the following northbound equator crossing which is at 15:41 UTC at 120
degrees E longitude (less than 30 minutes from now).
