Proposed Newsgroup: sci.astro.satellites.visual-observe == About the Request For Discussion == Shortly after this message appears on SeeSat-L, a document called a "Request For Discussion" will also appear on SeeSat-L. The posting of the Request For Discussion (RFD) on several newsgroups and on SeeSat-L marks the beginning of a formal comment period on a proposal to create a new Usenet newsgroup devoted to visual satellite observing. The formal comment period will last at least 21 days but no more than 30 days. After that time, depending on the outcome of the discussion, instructions will be issued by a neutral Usenet votetaker on how to vote on the proposal. All SeeSat-L subscribers are invited to read the RFD and to comment on it if you wish. The RFD provides reasons why the newsgroup should be created (the Rationale) and defines the acceptable topics (the Charter). You can help make the comment period run smoothly by respecting these guidelines: 1) Before making a comment on the proposal, please read the RFD and follow the instructions therein. You will find the RFD on SeeSat-L and the newsgroups news.announce.newgroups, sci.astro.amateur, and a few others as stated in the RFD. Jeff Hunt is planning on adding the RFD to the VSOHP web pages. 2) PLEASE DO NOT COMMENT ON THE RFD ON SEESAT-L NOR USESAT-L. Such comments on SeeSat-L are not only off-topic, they are not in conformance with Usenet rules. Comments must be made to the newsgroup news.groups and only news.groups, and only after you have read the RFD. Failure to abide by this could result in a disqualification by Usenet administrators. 3) You can copy and share the RFD with anyone by e-mail, fax, FTP, web page, etc., as long as the entire RFD is copied and is not changed in any way. Please do not post it on Usenet -- that chore will be handled by the proponents. The RFD will be reposted to the newsgroups and SeeSat-L about once a week to ensure wide distribution.
