It sounds like you are using the "Date and Time" control panel to set
your time zone.  An alternate way is to use the "Map" control panel,
which gives you more control over this.  (It also lets you specify your
exact latitude and longitude: useful for some sat prediction programs
which are smart enough to read this info.)
