I highly doubt hat there is any active stealthing going on outside of what ever Misty experiments were done. I would think that any variations in light curves can be fully explained by a combination of the many factors: Earth/Sun/satellite angle, orientation of the satellite, configuration of the various panels, etc. And yeah totally agree with the SAR point - the thing is an active emitter. Sort of not worth it to hide it when anyone can tell where it is.
