    Using Greg's observations of Jan 20 and 21, I obtained the following:

    Arc 2009 Jan 20.79 - 21.83, WRMS residuals = 0.003 deg
    
    The object is sufficiently bright and close in orbital plane to be suspected as
    the Delta 4 upper stage of the recent NROL-26 launch. 
    
    The NROL-26 search elements for the GTO (shown below), predict first ascending
    node on 2009 Jan 18 at 08:12 UTC, near 96.4 E, at approximately geo altitude.
    Object 91140 was at nearly the same location and altitude just 14 min earlier.
