    Hi Tony,

This probably is due to maneuvers. The NOSS 3-3, 3-5 and 3-6 objects
have been repositioning with respect to NOSS 3-2 and 3-4. The NOSS 3-6
pair decreased their mean motion to match it with those of 3-2 and 3-4
around January 13. The last observation of NOSS 3-5A indicated it had
increased its mean motion. Since NOSS 3-5C was not observed then its
elements were not updated so the present elements do probably not
represent reality. Most likely both are still a pair and one or a few
    minutes early.

       Cees
