1988-036 launch: missing early TLEs recovered

    This will be of interest mainly to TLE archivists.
    
    I briefly found myself in need of TLEs of 88036C / 19092, but found none in the archives maintained by USSTRATCOM and
    Jonathan McDowell. Also missing are TLEs of 88036B / 19091. Both objects decayed soon after launch. Many of the early
    TLEs of the other pieces from that launch also are missing. They may have been lost, or simply overlooked when the
    electronic archive was assembled in the mid-1990s.
    
    Fortunately, I still have the paper records that I received from NASA/GSFC/OIG, so I re-typed all of the missing
    1988-036 TLEs of epoch day prior to ~88136. I also scanned the cover sheet and source pages, as provenance.
