    Great work! That dusk till dawn track on AEHF 3 is awesome!
    
    As for your 99161 unknown, the long track also nails down the orbital
    parameters quite well.
    
    Fitting for all parameters I get this:
    1 99161U 14505A   14005.14633718  .00000000  00000-0  00000-0 0    07
    2 99161  25.3182  39.5947 8208687 233.8865  35.1239  1.11437208    00
    This orbit has a 660 km perigee and a 65200 km apogee.
    
    This clearly is a transfer orbit but the high apogee is a bit rare. It
    reminded me of elements Ted estimated for WGS launches, and in fact
    the search elements Ted estimated for the May 2013 WGS 5 launch
    (http://www.satobs.org/seesat/May-2013/0192.html) fit your
    observations quite well. I'm pretty sure this is WGS 5 r
    [39169/13024B].
