Good sleuthing there. 


Ten years ago, mostly to pass up a bit of time while waiting for the arrival of our granddaughter, I made up an album showing the peculiar orbital behavior of some Tselina 2s. It's at

and shows the kind of behavior I'm suggesting be watched for in the case of NROL-47.  Said behavior looks different from satellite to satellite and is sometimes not apparent at all, but Cosmos 1833 and 2237 (NORAD 17589 and 22565) show it strongly.

I guess I should try to get the programs I used then working under Windows 10 and update the graphs...
