Clearly the fact that they are in the same plane means that there will always be some set of passes, but I think that it could be significant that Kosmos 2543 has adjusted its orbit to have multiple 30-40km passes every week, and also significant that the adjusted orbit has both more frequent and closer passes than if Kosmos hadn't moved in the first place.

The relative velocities in December were anywhere between ~30 m/s and 270 m/s for reference.

Per the historical data from Ted, the USA 245 maneuver may have been planned in advance, meaning there may not be a true "chase" going on, but it'll be interesting to watch 2543 and USA 245 over the coming weeks.

In the mean time, I'm also going to be searching through the catalog to see if there are objects that 2543 may have had very close passes (<10km or so) to during its orbit raising during the month of December.

Historically, the mean motion of the ~250 x 1000 km KeyHole orbit has been maintained between approximately 14.74 rev/d and 14.81 rev/d. Nico's last pre-manoeuvre and first post-manoeuvre elements, shown below, conform to this pattern. That leads me to believe that the primary purpose of the manoeuvre was routine orbit maintenance.
