Starlink 3 new launch date, estimated elset

The launch was postponed due to bad weather/sea conditions. A new launchdate has
been set for 24 January, 15:54 UT.

This is an estimated elset for the first few revolutions:

There are sighting opportunities in central and Southeast Europe during the
first revolution, 20-25 minutes after launch. In NW Europe it is still too light
(around or just after sunset). On the second pass, NW Europe has some sighting
opportunities. The eastern Unitesd States has good sighting opportunities some 8
hours after launch.
