New Molniya flasher

Another message that I'm forwarding for Rainer Kracht, since his messages
seem to come from Mailer-Daemons, which the SeeSat software doesn't like.

New Molniya-Flasher

While searching for 94-17A with 10x50 on July 19, I saw a bright flash (mag 2)
near 43 Boo. I saw the flasher again at 21:31:08.0 UTC near 45 Boo and timed
the next six flashes (FP = 19.9 seconds). These flashes were mag 3-5.
The object moved very slowly and was invisible between flashes. A search
through 4000+ elsets from mid-June gave identification as 83-90A, #14313,
Molniya 3-21. A recent elset from NASA OIG confirmed the identification:

Phase angle was 85 to 82 deg.
