I observed 96038A and B on 05 Jul 96 at about 07:07 UTC.
They were within a few seconds in time and about 0.5 deg of
the elsets I posted earlier:

I observed from:

43.68767 N
79.39267 W
215.5 m elevation

The observations were:

 Object date time RA DEC Epoch
96038B  1996 07 05   07 07 06.95    12 58.25   38 12.0  2000.0   approx 3 sec flash period
96038A  1996 07 05   07 11 14.21    13 17.00   40 41.0  2000.0   steady, colour white

I estimate the positional accuracy of the 96038B obs at 0.05 deg;
96038A at 0.025 deg. The time accuracy was about 0.1 s for both.

Although 96038A was not flashing, I believe I saw some very low amplitude scintillation.
