Here are search elements for 96038A's perigee-kick motor, based on
the following assumptions:

- the manoeuvre took place on one of the five revs after Pierre
  Neirinck saw the object on 8 July at 22:43 UTC and before the
  western Canada observer did not see it on 9 July at 6:14 UTC

- the burn took place at 55 S latitude

- the orbital dimensions are similar to those the 89061D

I noticed on OIG tonight that elsets for three consecutive NORAD 
numbers, 23945-47, are unavailable, and they are after the 96039A 
objects and before the 96040A objects, launched after the suspected
96038A manoeuvre time. If these three are from 96038, then the third
one almost certainly is the perigee kick motor.

Of course I have no way of knowing how correct any of these elsets are.
If the basic assumptions are correct, then I believe they make pretty
good search elsets, but do not expect them to be predictive - that is
do not expect the object to show up on time.

The RAANs are close enough, that you can select the middle elset,
pseudo-NORAD # 96043, for your search.

Southern Hemisphere observers have the edge here, if they have a
visibility window. The rest of us need 11x80s, lots of patience, and
even more luck. of course, we can wait until the argument of perigee
precesses to favour the north. Russell Eberst spotted 89061D by chance,
under those circumstances.
