96038A name and NORAD numbers

GSFC OIG has posted the name and numbers of last week's Titan 4
payload. Here are Rainer's latest elsets, revised accordingly.
Do not look for 96038A in the orbit below. It manoeuvred a few
days ago, and is nowhere near that orbit.

A third object, 96038C / 23947, has been catalogued, which I presume
to be the perigee-kick motor.
So far, I am aware of only one observer, Daniel Karcher, who is
searching for it in one of the search orbits I posted. So far, I
have not begun my search due to bad weather. I am doing more analysis
on the 89061B and D orbits, to see if I can learn anything that
would help improve the 96038C search orbits. I will post any findings
here.
