A stable video tripod should easily support 10x80 binocs and a camescope.
The problem is to fit properly the encoders.
The encoders I used were recovered from another device.
They are from Tangent Instruments Inc. (optical encoders 4,000 tic/rev)
I had received them from JIM's Mobile Inc. in 1992 at the price of $70.00 /p
The Encoder-to-RS232C Interface aswell at $326.00 
Note: I do not advice to order to JIM'Mobile because they had delivered
first an old version which was not working! I had to exchange it.
I use the device with my Tosiba T2110 (AT 487 75MHz).

I'm sure there are sources less expensive for encoders and interface but
who can give a good address?
