mag 7.5 and only 0.3 m?

Hello to all,

because of fine weather conditions on 07/28/97 (the first in the last
few weeks, sigh..) I decided to look for some satellites. Whilst
looking to the predicted elsets out of the Molczan-file (from
97/07/26), one caught my attention: KH 9-19 ELINT, #15071, 84 65 C.

I wondered about the standard magnitude of 7.5 mag and the size of
only 0.3 m.

On 07/28/97 at about 21:55:15 UTC, I could observe it right on time
and track near delta Cyg with 10X70 Bino.

Is the size an error? Should it be 3.0 m or even more?

Does anybody know more about this satellite?
