I have had similar experience of a steady Resurs 1-4 r = 25400 = 98- 43 G = 
98- 43 F (initially), which then began dimming regularly. 
 
I have already sent this to Kurt. 
 
PPAS(starting): 
93- 61 A 98-07-10  3:27:02.0 WN   62.8 2.    5   12.57 MM', Spot 3 
93- 61 A 98-07-12  2:53:44.6 WN   51.6 2.    4   12.9  MM', Spot 3 
98- 43 G 98-07-12  3:41:29.5 WN   41.1 1.    5    8.2  __', Resurs 1-4 r, 
                        25400, initially S, then began flashing 
                        minima measured as much more precise than M maxima
