I do not know about web links, but Cosmos 2221 is a Tselina-D electronic 
intelligence-gathering satellite - part of a long series which started 
with Cosmos 389 in 1971.   Launches originally used the Vostok-2M vehicle 
but in the early 1980s switched to the three-stage Tsyklon.   As far as I 
am aware, no illustrations are available of the satellite.
