The satellite has entered microgravity and the liquid fuel is free-floating
in its container. Firing the motors with gasseous fuel would cause unwanted
cavitation. An 'ullage'(which has another name related to brewing, but I
can't recall... rhuer?) event employs an alternative propulsion (such as
compressed gas or solid rocket etc.) to thrust the satellite forward,
momentarily forcing the liquid fuel back to where it can be drawn into the
pumps supplying the motor and ignited.
