Many thanks to Ed Cannon for the heads up about Galileo IUS!

Using the elset below, it appeared at 012930 15 Jul 00 UTC between Dubhe and 
Alioth in Ursa Major (at comparable brightness) and was visible for about 30 
seconds until it passed above Cygnus.
